Basic simple syrup consists of equal parts: pure cane sugar + water.

Most commercial simple syrups use less sugar than water or none at all, but rather artificial sweeteners (e.g. aspartame, saccharin, sucralose, high-fructose corn syrup).

As it happens, sugar is also a natural preservative. Without enough of it — or any at all — some brands use artificial preservatives (e.g. potassium sorbate and sodium benzoate), resulting in products that are mostly water, perhaps a bit of sugar, and chemicals. Ingredients like these cost less, and lend themselves to inferior products.
